401.3 Unauthorized: Unauthorized due to ACL on resource

HELP! I can't get to various websites, one that I own...
I CAN get to them through Netscape but get the about error
thru IE5.5. I have loaded all of the recommended updates
and patches and I have also removed everything from the
startup menu... I am running an AMD Athlon(tm) XP 2000+
1.7 GHz, 768 MB RAM, 98 SE... runs perfect except for
that. Ideas?
