Can I do this witout Cookies?

Goal:
Collect Survey Data anonymously via a web site

Requirements:
Anonymous Access must be allowed
Must NOT require any authentication
Email Address will not be collected or used
MUST NOT allow same person to submit information twice

Optional:
Can use Cookies but would like to avoid them

Okie......now that I have given the basic description.....I think the only
way I can accomplish this is with cookies. Comparing IP addresses won't work
due to NAT/Proxies so that pretty much leaves Cookies.

Is there any other way to prevent data from being submitted from the same
person more than once to a Web Form that allows anonymous connections
without using cookies?

PS - I realize that smart users can delete cookies to circumvent this
process but I know nothing can be done about that. Just trying to keep data
as pure as possible knowing there will be some holes beyond my ability to
plug with the requirements I have posted.
