Do you mean the lockdown tool? It may be the configuration you chose when
you ran it.

try this:
 set the Startup Type of both the Remote Access Connection Manager service
and the
Telephony service to Manual in services. After you have made these
settings, you can try restarting the Routing and Remote Access Service.
