Do you have IISLockdown and URLScan installed?

Getting 404 for access to EXE which you swear must exist and all execute
settings are correct is a typical symptom for a machine running URLScan in its
default configuration.

we are trying to execute a .EXE file on our web server and
we are getting a Page cannot be found 404 error. we have
the scripts/executables ok setting on our site.
