Blocking Anonymous IP addresses

I run a hobby message board located off my computer (on
the Internet). I can ban certain IP addresses from
viewing and posting on my board if they get abusive. One
poster in particular was banned but came back using an
anonymous IP address. Since then, I have not been able
to keep him from accessing my site. Are the
organizations who offer these anonymous IP services
required to publish their main IP so that whomever wishes
to block any and all posters with anonymous IP can do so?
Are there any other suggestions? I've had to get the
authorities involved due to the harassment and abuse from
this individual.
