You can't do anything on the FTP server to prevent IE from saving the
passwords. IE is doing that independently of the FTP server and would do
it regardless of the FTP software you're using on the server.

Doesn't it ask them for a username and password if it is incorrect? I
think they should be able to enter the correct username and password and
have that saved over the incorrect one if it succeeeds.
