ssl verisign certificate

i have an IIS 4.0 runnig on NT 4.0 sp6.
i'm trying to install a VeriSign Certificate.
when i click the "Key manager" button i'm prompted with the following
message "The system cannot find the specified file", and i can't go further.
how can i solve the problem?
