Error 500-12

Occasionally in the mornings, we try to access one of our
websites and we get the error message:
http error 500-12 Application Restarting. I looked this
up and found two things.
1) That just refreshing the browser should correct it or
stopping and starting the service should correct it
2) That it is something with Site Server

We tried no. 1 and there was no change. We are not using
Site Server.

So far the only thing that has corrected it is a re-boot.

Any ideas?
