can't download .exe/.zip files from website

ok - I think it may be urlscan - or the iis lockdown. but
if it is - I don't know how to fix it - here is the
problem.
I have a customer who creates self extracting .exe of
files - its easier to disseminate the information to his
customers over the web.

The .doc, .txt and the .xls files can be downloaded but
not the .zip or the .exe. I keep getting file not found -
eventhough they are in the correct path...

this started after I put the 'security' features on IIS...
any help is appreciated. I'm running IIS 5.o on 2000.
