If you want anonymous users to be able to download the file you need to
give the anonymous user NTFS read access, at least, and make sure that
the IIS VIRTUAL directory that the exe resides in does NOT have EXECUTE
privileges (N.B., I'm not talking about the NTFS execute permission).
