deleting "tagged" files

Okay, I am about ready to give up. I have a bunch of
those "tagged" directories I'm trying to delete. I read
all about how to use the rm.exe off the resource
kit to do it with. BUT, it does not appear to be available
for down load anywhere. I found all the free tools
for win 2k but rm was not listed. I read somewhere that
you can do a rename from ftp and then delete it but
it didn't work.
is there a download of rm somewhere or another way to
get rid of these files?
