ftp permissions

we can log into our own FTP sites that we created w/in our
server with other user accounts. How do we resolve this?
Under FTP site operators, everybody is listed as an Admin
and we cannot delete admin to just a user. The option is
grayed out. Any suggestions would be greatly
appreciated. Thank you.
