WebDAV and permissions

I'm trying to get WebDAV setup to work acceptably and seem to be at a
little bit of an impasse... I am using NTFS permissions to control
access and have created a new group and given only that group access
to the specific WebDAV directory I want to use. However, I can't login
unless the user trying to login is also a member of an admin group.
So, user x is part of the group webDAV and webDAV has permissions on
folder pdf. User x tries to login over the web and cannot (keeps
asking for login info), so I add user x to the domainadmins group
(built-in) and then login works fine, WebDAV is happy. Remove user x
from domainadmins and user x can't login. This doesn't make sense to
me, has anyone had these problems? Any suggestions? Thanks for you
