Can not open programs

I got hit by "Windows Antivirus Pro 2009", lots of popups and blocking of
other programs. Think it is removed now but I can's start any programs (on
another computer now) even if I boot up in safe mode I get the following
error message;

"This file does not have a program associated with it for performing this
action. Create a association in the Folder Options control panel."

I get this message if I try to start a program from my desktop short cuts,
off the start list of programs, and if I go into the program file folder and
try to start it directly clicking on the exe file for any program.

Additionally my system is really, really slow and I can still get on the
internet.

Any help is greatly appreciated.
