Security Center opens but can't change settings.



When I click on Firewall under the Security Center Icon, I receive the
following message:

Windows Firewall settings cannot be displayed because the associated service
is not running. Do you want to start the Windows Firewall/Internet
Connection Sharing (ICS) service?

I click on yes and Windows Firewall window opens, but I am unable to change
from "Off" to "On", everything is greyed out.

I have looked at the services under MSCONFIG but there is no ICS.

When I restart my computer, the whole thing starts over again.

I have tried the following steps:
Rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf
netsh int ip reset
netsh winsock reset
rundll32 wbemupgd, UpgradeRepository

All of which had no impact what so ever.

I am not overly sauvy with "behind the scenes" computer stuff (like registry
issues, or all of this stuff I just mentioned that I did). For all I know, I
could be doing more harm than good.... All I want is to be able to turn the
Firewall on....

Any assistance would be greatly appreciated.
