Are there export restrictions due to .NET security code in Framewo

Are we subject to USA export restrictions if we ship product (that includes
the .NET Framework) to foreign countries, since the Framework has
encryption/decription features?

Do export restrictions apply even if our application itself doesn't use the
.NET security features?

If our application only does decryption (Triple-DES, 192-bit), no
encryption, using the built-in security features of the Framework, are we
subject to USA export restrictions?
