winforms app security problem (runtime vs. SDK)

I have a winforms app that uses COM interop (Not a PIA though).
The issue is that it runs fine on machines that have the SDK installed, but
not on machines with runtime only.
This seems to be something configurational or security related though I
can't be sure.
I had a machine with a runtime only which wasn't working and installed the
SDK, then ran the app right away without any further changes to the machine
or the app, and it all worked.
Has anyone got an idea?
