Loading X509Certificate from Excel 2003 assembly

I have an Excel 2003 loading an assembly thru http.
I am trying sign my soap mesage with a X509Certificate from mystore.
I keep getting Execution permission canot be acquired.
My Assembly is signed and has fulltrust, and the method runs if I take out the x509certificate refference.
Any Ideas....
