Install Security Policy for Windows form control in IE?

We are trying to use Windows form as an IE control on our website to assist in the customization of our product.. The only way I have seen to do this is to install a new policy through an MSI. I can successfully change the policy is but, the modified policy does not seem to take effect until a new instance of IE is created. Thus if the user navigates all the way through our site and comes across the control, decides they want to use the control and choses to install the policy. They must open up a new instance of IE and navigate all the way back to where they just were. At this time the user will probably get frustrated, (or doesn't know how to get back to where they were) and would decide to leave. Is there a way to clear the downloaded cache of our own assemblies to force IE to reload it when asking the browser to refresh, or a way to restart IE from the installer in the same location it was just at prior to the installer running? Or any other way to limit the hassle on the user so they can just do w
hat they want to do?
