Scratch that. It would seem that Visual Studio .NET requires shutting down and launching again when there are changes made to the security attribute/permission assemblies. Only after a re-launch will the compiler use the updated assemblies. Weird. Does it cache them or something? That would explain why it only worked after I rebooted the machine.
