Strong Name an unsigned dll and Al.exe Question (Sorry, a beginner)

I tried to strongly name Microsoft.Web.UI.WebControls.DLL and got some problem. I tried "al c:\Microsoft.Web.UI.WebControls.DLL, /keyf:c:\snk\webcontrols.snk /out:c:\test2.dll" command but that failed. Is this commadn correct?
Some say I have to add some attributes in "assemblyinfo." so that I can strongly name a dll. So, how can I link an assemblyinfo file to a dll? Just put both into a folder or there are some other steps?? Thanks for your answer :D
