Cookies are controlled in the privacy tab, not the security tab. The best
thing to do is to keep the settins in the Internet zone high (you don't want
low for the entire web - too many bad guys out there) and add Hotmail to a
trusted zone. Also, you have to close and restart the browser for cookie
handling settings to take effect, generally.
