trusting the test root problem on windows 2003 server

Does anyone have any idea why issuing 'setreg 1 true' on
windows 2003 server would be ignored.
The output of the command indicates that the change took
place...
1) Trust the test root..... TRUE
2) etc...
But when then running chktrust on a signed .exe file, i
get the following message;
'The test root has not been enabled as a trusted root'.
Which indicates to me that the test root is still not
trusted despite issuing 'setreg 1 true.'
The above method works fine on windows 2000.
If things have changed, how do i get the test root to be
trusted under windows 2003 server. ?
