NTFS Basic Authentification problem

I'm having a problem and not really sure where to look
from here. Here is the situation. I have a website that is
setup for anonymous access. Inside that website I have an
Admin folder that I have set ACL restrictions on so only
one group of users can log into. All the settings in IIS
seem to be right. And it works fine on a Windows 2003 test
server. I get prompted for password and log in as
expected.

However when I move this to a Windows 2000 server with the
1.1 .NET framework, it quits working. When I try to access
the ASPX page inside the directory I get an "Access denied
to X:/xxx/xxx/web.config. Failed to start monitoring file
changes." The directory listed is the secured one, NOT the
root. The same ASPX page works fine in an anonymous
section. In fact no ASPX page will work there BUT HTML
pages do work and ask for a login as expected.

Anyone know where to look?
