key container and Certificate to publickeyblob utilities

The "KeyPal" utility has been modified to allow easy selection/saving of
a PUBLICKEYBLOB for any listed CU key containers:
  http://pages.istar.ca/~neutron/dotnet/keypal

For standalone X.509 certificate files, here is the corresponding .NET
utility which displays the encoded publickey and decodes
into a PUBLICKEYBLOB with option to save:
