It's weird, but I no longer have this problem. I re-installed Visual Studio
2003 (since I FINALLY got my upgrade that I ordered on launch day) and when
I tried to do the instructions again, it worked. The only other thing I did
(is this a duh?) is run mscorcfg and reset all security policies.
