cannot get passport sdk to work. Need help!

    I cannot understand why the Passport SDK is being so difficult. Maybe
    someone can explain what small issues I might be missing.

    I have installed the Passport SDK 2.5 on our server. I want to verify that
    it is in fact working, so I access the test site at
    http://localhost/passporttest/. In the admin tool I have set a Site ID of 1
    and am in Preproduction, which I should not required any special keys as I
    understand it. When I click the Login glyph on the test page, it should
    take me to the passport authentication page. It does not. Instead, a
    passport page with an error indicating that "The .NET Passport service is
    currently unavailable at this Web site for one of these reasons...". What
    might be wrong? I have tried refreshing the network map, using an actual ID
    and key that I have, and no luck. I cannot even seem to find much
    information on passport problems.
