Depending on your needs there is a, limited but functionnal, managed class
for PKCS #7 in the Mono Project (http://www.go-mono.com/) which works on
Windows. It's complete enough to support SPC files and Authenticode
signatures (it's main purpose) but may requires more work for your
application.
