The drag/drop Authenticode verification utility has been updated
to include a .net version:

I have also included both the C# and Java source code for comparison.
The .net version requires the CAPICOM 2 COM interop assembly.
Note that, due to the .net framework assembly verification process, which
is different to the native .exe download approach, if you choose to
download the Authnet.exe assembly, you must right-click and Save To ...
or an exception (or the .net debugger) will result.
Since the assembly is signed, it is possible to configure your .net
CAS policy, based on the certificate evidence used to sign the certificate,
to download and execute this utility directly from the web server (not too
useful, since a single argument is required in this version, so you will simply
see a "Usage" dialog box).
