Microsoft .NET Framework Configuration - crashes

When starting the configuration tool: Control Panel / Administrative Tools /
Microsoft .NET Framework Configuration, I get a box titled "MMC" which says
"Snap-in failed to initialize. Name .NET Framework Configuration, CLSID:
{a-big-long-clsid-number}". The tool starts, but only has a single lightning
bolt icon in the tree which doesn't do anything.

How can this be rectified?
