Problem reading encrypted credentials from registry

I am running Windows server 2003, IIS 6.0, and .NET 1.1.4322
I have followed the instructions in KB article 329290 HOW TO: Use the ASP.NET Utility to Encrypt Credentials and Session State Connection Strings to create an encrypted user id and password in the registry and I have added read permissions to the webserver’s “Network Service” account. (I also tried giving permissions to “everybody” but still have the same problem.)
When I try to get that information from my web.config strings I get the message
“Error reading password from registry”
I have checked and rechecked the typing of the key names (and copied them from the information returned from ASPNET_setreg.exe).
I see in the KB article 329290 that there was a hot fix needed but in looking at the file versions this seems to be needed only in an older version of .NET
What am I missing?
