convert to dll in vb.net (webapplication)

Hello
I need to know which files in .net framework could help me make dll
files, I make a library class project and I want to convert it to dll to
use it in other project. but when I change the project property, debug
section , start external program, it need execute files to be able to
convert my class to dll.
