Access Denied

Access to the
path "C:\WINNT\Microsoft.NET\Framework\v1.1.4322\Temporary
ASP.NET Files\mdreports\5324f826\1fbfae1e\hash.web" is
denied.

Any idea how to fix this? I get this error everytime I try
to run a web project.
IIS is using a local user account (no ASPNET) and I have
the <identity impersonate = "true"/> on the webconfig.
