Programmatically creating a user account.

I have searched in vain for a method to create a user
account. I have looked at SSPI which specifically does not
create credentials. LogonUser also only seems to validate
existing credentials. I have also looked at WMI which
seems to be a read-only view of the accounts. I would like
to create a user and/or modify the password of a user. Any
tips on where I could go to samples and/or API
descriptions that would do this?
