form authentication exclusion

i am using a site with 3 frames the top one being the aspx page with a
logout button and user info. The middle one being the main aspx page and
the
bottom a simple static HTML page. when i go to the site i am asked for
the
password in the two first frames is there a way to exclude a page (top
frame) from loggin in??
