Creating new web application on a workgroup network

I have a small workgroup network with 2 computers. One running Windows XP
and the other running Windows 2000 Server with IIS.
>From the XP computer I can access the IIS using
http://192.168.0.3/index.html but I can not create new web application on it
using VS.net. I am getting an error "unable to create web project. The UNC
share \\192.168.0.3\wwwroot$\webapplication1 does not exist or you do not
have access.
Also If I try using the computer name instead of the IP I am getting the
error message.
Any one can help ?
