Script Blocking Problem when creating new MS .Net Projects

Has anyone run into the problem of trying to either create a new project or
add a new item to an existing project and getting the message "Symantec
Script Blocking has prevented an action that could be harmful to you" with
only an OK button? I have 2000 Pro, NAV 2002 Pro and have already tried
the obvious - disabling script blocking, disabling Norton altogether,
making auto protech not start on boot up, uninstalling and reinstalling .Net
when NAV was uninstalled and then reinstalling .Net, uninstalling Zone Alarm
and reinstalling Norton, dealing with numerous other suggestions from
Symantec's tech support. All to no avail. The correct script blocking
message that gives the opportunity to run the script never appears. The only
thing that actually works is to totally uninstall Norton - using either the
rnav utility or the regular way. Anyone have a solution to this that works
or at least no what causes it.?
