URGENT: Unable to Start Debugging

I am getting the following error when trying to run a page in debug mode:

Error while trying to run project: Unable to start debugging on web server.
You do not have permissions to debug the server.

Verify that you are a member of the 'Debugger Users' group on the server.
Would you like to disable future attempts to debug ASP.NET pages for this
project?

Actions Performed and still doesn't work:
Added the Debbuger Users group to all possible logins.
Change Internet Explorer User Authentication Mode
Changed machine.config Process from machine to SYSTEM

Machine Configuration:
Windows 2000 SP2 - Member Server
.Visual Studio.NET Professional Installed (NO SPs)
