Debug: Access denied while connecting to this machine

I'm getting this error message when trying to debug on a remote server (Win
2000):

Unable to start debugging on the web server.
Debugger component on server received access denied while connecting to this
machine.

I've tried using both User Anonymous + Windows Authentication and it doesn't
work.

I have enabled User Anonymous + Windows Authentication.
I have given Administrator and Debugger User permissions to IUSR_...
I have given Debugger User permissions to Administrator user.

I installed remote debugging component on the server (2000) and on the
client machine (XP).
But I can't get remote debugging to work.

What am I doing wrong?
