Troy,
     I would like to have more clarification on what you are trying to do.
You have basically two web sites. One web site is not secure, while the
other one is. When the user logs in into non-secure web site using the form
login, you want to redirect him to the second web site. Let me know if this
correctly describes what you are trying to accomplish in your particular
scenario.
