Modifying security checks

Hi,

I am developing a security framework for .NET and I would
like to enforce new security policies with user-specified
security policies.
Is there any way that I can intercept security checks
performed .NET framework, like when a file is accessed?
Something like in the Java Virtual Machine, where one
could inherit and modify the Security Manager.
