Problem with histexpire and histmin

We changed the following parametes in /etc/security/user file on AIX
5.3 server for default class.
histexpire = 26
histsize = 5
I get the following error after the change when i try to chnage the
passwd. However, i am able to change the password but it just throws
the below mentioned error.
3004-622 An error occurred updating the password database.
3004-709 Error changing password for "user1".
It works good on all other machines. Not sure what could be the reason.
Any suggestions on this would be higly appreciated.
