On a much less technical level, you can only solve so many problems at
one time. If you can solve the Telnet cleartext-password problem, then
you do. If there are processes that are still using FTP and there's no
easy fix, you leave those for after you've dealt with the low-hanging
fruit, hoping that the world will change just enough to make the
solution more easier when you get around to it (through increased
adoption of FTP/SSL and/or SFTP, for example).
