AIX Security Question

I was looking for /etc/usr/security in an AIX machine but couldn't find it.
According to the IBM Redbook, the following password settings are specified
in this file: max password age, minimum password length, password
combination, etc.

If I cannot find this file, does it mean the password settings are not
implemented? Or the information could be in anther file. . .
