Closing ports-- in services or inetd.conf?

    I am trying to close open ports on our servers. Is it better to take
    the ports out of /etc/services or to comment out the startup lines
    inetd.conf?

    Is doing one of these sufficient or do both need to be done? How does
    one prove that the port is closed?
