Netmasks not getting set with IPMP

I'm trying to configure IPMP on one of my servers but for some reason my
netmask keeps getting set to ff000000 no matter whats set in /etc/netmasks
it should be set to ffffffe0 but not sure what's going on anyone can give me
a quick insight to what's up I would really appreciate it.

My /etc/netmasks file has the following
10.1.1.0 255.255.255.224
10.152.100.0 255.255.255.224
