I don't know what your relationship is with your boss, but it seems to
me that what you have is a management problem, not a technical
problem. Is there a way to track all this? Probably yes. Is it
worth the effort? I would say almost certainly not.
E-mail is not totally reliable, and providing iron-clad proofs is
likely to involve a fair amount of work.
If your boss is sending an E-mail message that's as important as this
one seems to have been, then the obvious solution is for him to pick
up the telephone and call the guy to make sure that he got it. Or, if
the recipient is nearby, to deliver it in person.
Technology is not a good substitute for management skills and common
sense.
