Better than that is available for future occurances. This time around you've
gone about as far as you can by setting up an argument that is convincing but
that can be refuted by people more technical than Manager X is likely to be.

Exactly, and you have encountered political problems before that you have
attempted to resolve by technical means.
Most e-mail user interfaces give the option of "return receipt requested" for
any sent message. Some give the receipt when it was delivered to the final
mailbox, some when it was opened, most offer both. I suggest that you teach
anyone who sends e-mail messages to Manager X to use both methods, and to store
copies of all messages sent to Manager X plus both reciepts in a folder. Since
most user interfaces inform the receiver that a message requests a receipt,
Manager X is likely to understand what is going on and habitually refuse to
send the receipt. That's why everyone should use both methods when sending
messages.
