You could setup procmail, to copy every mail in a special file, per
user and run a small script from cron each night, grep all message
id to another file and empty the file containing all the mail.
However, as this sounds more like a political problem, the problem
is, no matter how good your mail system works, you can't prove that
someone really got a mail. Even if it's very likely, that sendmail
and your POP server worked perfectly. Better check, if it's
possible to use return receipts. Most MUA can do this, show your
users, how to use them, next time they can fight with themselfs, if
they got a mail or not. It's almost better to stay out of a battle
like this.
