only if the ip address source has a gps receiver and will transmit the
location data for some reason -- which is to say: for all practical
purposes `no'.

it is very unlikely you could lie to a gps receiver without extremely
sophisticated equipment at hand. the cited link talks about moving a fair
amount of detailed gps data between the receiver and the authentication
engine, data which must be available at the both the central and remote
sites pretty much simultaneously.
